J'ai essayé de télécharger et d'installer manuellement avec
Sudo apt install ./libgstreamer0.10-dev_0.10.36-1.5ubuntu1_AMD64.deb
Ce qui me donne

Je suis nouveau sur Ubuntu (utilisé uniquement Manjaro). Je ne comprends pas pourquoi apt ne peut pas localiser un paquet s'il se trouve sur le site Web.
libgstreamer0.10-dev
est obsolète dans Ubuntu 18.04.
Donc, utilisez plutôt une version plus récente:
Sudo apt install -y libgstreamer1.0-dev libgstreamer-plugins-base1.0-dev
Cela fonctionnera sûrement.
