La suppression de workspace/.metadata/.plugins/org.Eclipse.e4.workbench/workbench.xmi
a résolu le problème.

Problème également résolu en ouvrant le CLI avec l'option -clearPersistedState A fonctionné pour moi.
si vous rencontrez le même problème avec Flash Builder, supprimez:
