Après avoir passé quelques heures à fouiller, j'ai découvert le problème et la solution.

De mémoire, j'ai fait ce qui suit:

Sudo apt install network-manager-l2tp-gnome
Sudo apt install strongswan
Sudo apt install libstrongswan-extra-plugins
Sudo apt install libcharon-extra-plugins
Redémarrez, puis ajoutez L2TP/IPSec comme d'habitude. Vous devriez maintenant voir les zones de texte de l'algorithme Phase1 et Phase2, comme indiqué dans l'image ci-jointe.
Il est important de noter que les étapes ci-dessus ne fonctionneront pas si vous avez installé le dernier noyau Linux (4.14 ou supérieur, je crois). Il est donc fort probable que cette solution permettant de faire fonctionner L2TP/IPSec avec le chiffrement 3DES ne fonctionnera pas lorsque la prochaine version * Ubuntu 18.04 LTS est disponible.
Je sais que cette question concernait la possibilité de faire fonctionner L2TP/IPSec sur Kubuntu 17.10. Cependant, 18.04 est sorti, et voici comment je reçois L2TP/IPSec travaillant sur Kubuntu 18.04:

$ Sudo stop xl2tpd.service
$ Sudo systemctl disable xl2tpd.service
Il n'est plus nécessaire de jouer avec les backports puisque les entrées de texte algorithmes de Phase1 et algorithmes de Phase2 sont maintenant incluses dans le gestionnaire de réseau par défaut.
